Qualifying and certifying products under NAFTA and other free trade agreements can be time consuming and risky.

NAFTA/FTA QUALIFICATION & CERTIFICATION PROCESS

1. Evaluate effects on drawback and duty deferral, samples, temporary admissions, repairs and alterations, antidumping and countervailing duties, assembly operations, and other trade agreements.

2. Classify final product according to system of importing country.

3. Determine origin of constituent parts and materials, classify where required.

4. Where required, establish regional value content under allowed valuation method.

5. As needed use accumulation, intermediate and fungible materials, or de minimis.

6. Determine which of the six origin criteria confers qualification.

7. Establish audit trail.

8. Create certificate.

9. Monitor changes in bills of material, vendor inputs, and certification expiry for impact on origin determination.
