Compliance with U.S. export controls and regulations is important not only for your own company's best interests, but also for Homeland Security for the United States and its allies.
A very important part of remaining compliant is determining the export regulations that apply to the goods and technologies you are exporting, and being aware of changes to these regulations as they happen.
Ensuring export compliance isn't easy, however stiff penalties and denial of export privileges has made non-compliance an extremely costly prospect.
A Solution with a Comprehensive Suite of Resources
The Export Control Classification Number (ECCN) and United States Munitions List (USML) Analyst and License Determination Solution includes Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR), and Office of Foreign Assets Regulations (OFAC) to help you be aware of the controls applicable to your export transactions.
There is also a complete library of Federal Register Orders, U.S. Arms Embargoes, and OFAC Sanctions documents for you to consult. Federal Register Orders include presidential determinations, export regulations, notices about amendments to the EAR, ITAR or OFAC, and orders regarding restricted parties.
In addition to comprehensive analytical, classification, license determination, and research tools, the solution provides on-line access and up-to-date contact information for all agencies involved with U.S. export controls.

Accurate, reliable ECCN/USML classification
Determining if your export requires a license under the EAR or, more likely, under ITAR is a crucial step to exporting legally so it warrants attention in the form of infrastructure, processes and tools that are easy to use,
reliable and help standardize your export classification processes and assure all your exports are classified accurately and efficiently.
A powerful, versatile search system helps you determine the ECCN or USML category by simplifying the complexities inherent in the internal cross-references within each system and ensuring visibility of all relevant facts.
Comprehensive resources, indexes and online help are included for improved efficiencies and compliance assurance. more +
Additionally, for efficient evaluations where, for instance, combinations of controlled goods are shipped together or are typically exposed to foreign nationals in the same laboratory, the solution provides 3 combination assessments (for which ECCN groups can be saved in advance):
- applicable export controls for all countries for the selected ECCN
- applicable export controls for multiple ECCNs against a specific country, and
- specific countries for all ECCNs affected by the Reasons for Control in force for that country
- EAR99 Classification more +
If an item is not found with the Commerce Control List, or if for controlled goods or technologies the item does not fall within the specifications detailed in the ECCN entry, it is classified as "EAR99".
However, EAR99 classifications do not necessarily mean the goods are clear to ship to anyone, anywhere. All export goods are subject to the EAR and must respect the terms of U.S. federal sanction programs, embargoes, and entity restrictions or prohibitions, as well as various international controls including the Wassenaar Arrangement.
- Commodity Jurisdiction Requests more +
The term "dual use" is often used to distinguish the types of goods covered by the Export Administration Regulations (EAR) from those that are covered by the regulations of other agencies with export licensing authority. In general, it serves to distinguish EAR-controlled items that can be used in both sensitive (e.g. military or nuclear) and other, non-sensitive applications from those that are:
- Weapons- or military-related in use or design, and subject to the controls of the Department of State, or
- Subject to the nuclear-related controls of the Department of Energy or the Nuclear Regulatory Commission.
A Commodity Jurisdiction (CJ) request is used to request a government determination whether an item or service is subject to the export licensing jurisdiction of the U.S. Department of Commerce or the Department of State, Directorate of Defense Trade Controls (DDTC). The Bureau of Industry and Security (BIS) is the primary licensing agency for dual use exports, while the DDTC licenses defense articles and services.
If you are unsure of the export licensing jurisdiction of an item, or if you believe that jurisdiction has been incorrectly assigned and should be transferred to another agency, you can request a CJ determination. Please note that a determination of Commodity Jurisdiction will only identify the proper export licensing authority for an item, and is not itself a license or approval to export.
- The ECCN and Your Export Filings more +
The ECCN must be submitted on your export filing when:
- A BIS (Bureau of Industry and Security) license is issued;
- When exporting under license exceptions GBS, CIV, or LVS; or
- When the items fall under an ECCN controlled for national security (NS) reasons under Column 2 (NS2), but the export is eligible for NLR.
An exporter who enters a license exception symbol is representing to the U.S. government that the transaction meets all of the terms and conditions of that license exception.
One-Step Export License Determination
Since all exports are subject to the terms of U.S. federal sanction programs, embargoes, and blocked party restrictions, a solution that combines export classification with license determination is invaluable. It reduces the risk of delays and cost overruns, as well as the more readily apparent consequences — job loss, fines, negative publicity, jail, denial of exporting privileges ... It's also a BIG time saver.
In a classification/license determination combination, the appropriate ECCN code is determined. Then a basic license assessment is performed automatically in one automated step.
You immediately see the restrictions that apply when exported to a particular country, and any available license exceptions. more +
And for efficient evaluations where, for instance, combinations of controlled goods are shipped together or are typically exposed to foreign nationals in the same laboratory, there 3 combination assessments available (for which ECCN groups can be saved in advance):
- applicable export controls for all countries for the selected ECCN
- applicable export controls for multiple ECCNs against a specific country, and
- specific countries for all ECCNs affected by the Reasons for Control in force for that country
Used alone, or together with the automated ECCN/USML Analysts, you can count on automated Export License Determination to protect and safeguard your compliance record.
