AMPS — Administrative Monetary Penalty System

The AMPS penalty system was introduced in December 2001 and fully implemented over a period of 10 months in 2002. In a nutshell, AMPS replaces seizures and forfeitures with dollar-value penalties that correspond with the type, severity and frequency of contraventions of the Customs Act, Customs Tariff Act and Special Import Measures Act, among others. Enforcement is ensured through the linking of a company's compliance records with Customs facilities.
