FAST — Free and Secure Trade Program The FAST program is a joint Canada-U.S. initiative that offers expedited clearance processes for eligible goods to pre-authorized importers, carriers, and drivers. Building on the principles of the Customs Self Assessment (CSA) program, FAST seeks to harmonize the customs processes of both countries with the intention of focusing their energies on trade of a higher or unknown risk. It performs the essential role of the CSA program, except here both the U.S. and Canada must approve the importer, driver, or carrier, and enrolment in both the CSA and the Partners in Protection (PIP) programs is mandatory to fulfill the audit and security requirements of such a broad-reaching endeavour. Although programs such as FAST and CSA are independently voluntary, companies are finding it advantageous to be part of a harmonized, streamlined customs clearance process.
