New Requirements for Crossing into Canada!

  • Paper releases are no longer accepted for most shipments coming into Canada
  • Filing "electronic" releases are now mandatory for the broker/importer

U.S. Customs has dramatically stepped up advanced electronic screening — now so has Canada Customs. So who will suffer the consequences of your shipment being stopped/delayed?


Trucks are currently being turned away at the Windsor-Detroit Canadian border crossing by Canada Customs officials if an electronic version of their PARS (Pre- Arrival Review System) cargo release is not submitted for them ahead of time.
There are few exceptions to this enforcement action.

Paper releases are no longer accepted by Canada Customs.

The new focus on electronic submissions follows on the heels of U.S. Customs making electronic manifest submissions mandatory at all border crossings (ACE eManifest). The elimination of paper releases is Canada's first step on the road to its own electronic manifest solution, which is expected to roll out over the next couple of years.

Back in June 2007, the Windsor-Detroit crossing was the first border port to start enforcement. As of October 15, 2007, the entire country fell under these same compliance rules.

Keeping track of what your brokers or importers are doing — and confirming they are submitting your PARS releases on time — is already a time-consuming process. As the carrier, it's up to you to know that your PARS are in proper order and submitted electronically before you arrive at the border, which increases your time and effort even more.

Your time is valuable. Can you afford to waste it sitting and waiting for release? Or worse yet, be turned back at some Canadian border ports with no alternatives available?
