QP/WP GATEWAY eCustoms delivers QP/WP Gateway™ for highway-transported, in-bond shipments Customs and Border Protection (CBP) is making it mandatory for freight carriers, customs brokers and importers to use the QP/WP system to provide advance electronic CF 7512 information about their in-bond shipments prior to the goods entering U.S. ports. QP/WP will be phased in over a three-month period: November 15, 2004 for the first group of 40 ports, followed by a second group on December 15, and the final group on January 14 next year. (A full listing of ports is available below). The move to QP/WP is aimed at giving CBP tighter control over the movement of in-bond merchandise and replacing the current paper CF 7512 documentation with the mandatory electronic version. Failure to comply with the new regulations will result in denial of entry into the U.S. and/or the imposition of monetary penalties. For shipments transported under the Pre-Arrival Processing System (PAPS) program, forms must be filed via QP/WP an hour in advance of their arrival at the border. If under the Free and Secure Trade (FAST) program, half-an-hour before arrival.
