Procedures for Issuance of In-Bond Numbers by Ports

Effective March 1, 2001, (Ref: Memo to Directors, FO, dated February 7, 2001, FO:TP:TEC:CC JS) the issuance of in-bond numbers to the trade community was assigned to port personnel. This was previously done manually by Headquarters, Office of Field Operations, Trade Programs. There is an automated issuance function available in ACS using code "IBNG". Please have the ports under your jurisdiction utilize this function and assign personnel to perform this task. Port ACS security coordinators will need to insure that assigned personnel have access to this function. The trade community at your port should be made aware of these new procedures.

Instructions for issuing In-Bond Numbers Using IBNG

  • The requesting party contacts a Customs port in writing requesting a bank of in-bond numbers. The requester will need to provide the following information.
    • Filer code, SCAC code or importer number of the requester
    • Quantity of numbers requested (100 - 500,000)
    • Return address or fax information
  • Customs officer accesses ACS function code IBNG.
  • Customs officer enters the information received from the requestor in the appropriate spaces (requester information and quantity). There are two separate areas on this screen. The top portion is for issuing numbers and the bottom is for verifying check digits.
  • The Customs officer notes the starting and ending numbers issued by the system. These numbers need to be given to the requester. Attached is a sample document that can be used for this purpose. This needs to be personalized for each port.
  • The numbers must be faxed back to the requesting party accompanied by a copy of the document "COMPUTATION FORMUAL FOR MOD 7 CHECK DIGIT"
  • No manual log or file will be required. The numbers issued for each party can be accessed in ACS using function code IBNL.
