QP/WP IN-BOND PROCESSING CHANGES

Beginning July 14, 2003, Customs and Border Protection (CBP) will institute a change of policy allowing QP/WP participants (or other appropriate party) to present a Customs Form (CF) 7512 to the destination port to allow for arrival and exportation updates in ACS by CBP officers.

Current policy requires QP/WP participants to perform arrival and/or exportation updates on merchandise moving in-bond. CBP officers will now perform these functions after the CF 7512 is presented.

This change will include all QP/WP participants including Foreign Trade Zone (FTZ) participants and may be used for direct and indirect export shipments and zone to zone transfers.

In addition to this change, CBP wishes to clarify that amendments to the quantity will be allowed for petroleum industry FTZ participants in QP/WP. QP/WP may also be used for shipments originating at a FTZ and exported via air.

The bill of lading must be in the appropriate format (4 alpha SCAC code and unique number) and may not be an air waybill number.
