ABOUT ACE ELECTRONIC TRUCK MANIFEST ACE Electronic Truck Manifest is part of the Automated Commercial Environment (ACE), the electronic, automated U.S. trade processing system designed to enhance the country's border security. CBP is undertaking a phased implementation strategy to ensure that the transition from the previous system is orderly. Currently, it is mandatory for all trucks, both loaded and empty, to report manifest information electronically prior to arrival at the border in Washington, Arizona, California, New Mexico, Texas and North Dakota. The same requirement will be enforced in both Michigan and New York starting May 24, 2007. In order to participate in ACE automated truck manifest program, highway carriers must inform CBP of their intention in writing. They must also provide detailed information about their organization, such as the principal management and technical contacts, the Standard Carrier Alpha Code (SCAC) used and the ports their trucks will enter. Carriers can transmit the relevant shipment manifests to Customs by an Electronic Data Interchange (EDI) or the ACE Secure Data Portal. ACE ELECTRONIC TRUCK MANIFEST - WHY SHOULD I PARTICIPATE? ACE Electronic Truck Manifest is designed to ensure that details of imports entering the U.S. are in CBP's hands before the goods arrive at the border. Working in conjunction with a variety of systems, such as FAST, PAPS, BRASS and QP/WP, the automated truck manifest system simplifies dealings with CBP through the use of an electronic communications platform allowing for the automation of time-consuming and labor-intensive transactions. Periodic Monthly Statement ACE participants also no longer have to pay duties and other fees on a transaction-by-transaction basis. Through the Periodic Monthly Statement, they can make a consolidated payment to Customs on a monthly basis, streamlining accounting and report processing. With the ability to view statements as they are created, importers and their logistics providers can more easily track their Customs activities. With periodic payments being made via the Automated Clearing House (ACH) rather than on a per entry basis, significant cash flow advantages are realized. Periodic payment and statement features were introduced in June 2004. For the 215 years previously since Customs was created in 1789, customs duties and fees have been processed one entry at a time and there was no way of viewing filings or payments by account. |
